Navy Tuition Assistance

The Navy offers sailors several programs to support their education goals including up to 100% Tuition Assistance for college courses taken during off-duty hours.

The Navy Tuition Assistance program pays 100% of tuition and required fees charged by educational institutions for course enrollments.

Payment

The maximum amount paid for tuition assistance: 100% Tuition and Fees

Not to exceed:

  • $250 @ Semester Credit Hour, or
  • $166 @ Quarter Credit Hour, and
  • 16 Semester Hours (24 Quarter Hours)@ Fiscal Year

Application Process

  • Receive educational counseling from your Navy College Office in person, by phone or email. Determine which courses will be requested for TA funding.
  • Complete a TA Application form (NETPDC 1560/03) listing course(s) and fee(s). Receive command approval signature to enroll in the course(s).

The Fine Print

  • TA funds will not be used to purchase books.
  • TA is authorized for courses leading to a lateral or lower level degree than you already possess (i.e. Second Associate or Bachelors degree).
  • TA is available to both Naval Officer and Enlisted active duty personnel.
  • TA is available to Naval Reservists on continuous active duty. It is also available to enlisted Naval Reservists ordered to active duty 120 days and to Naval Reservist Officers ordered to active duty for 2 years or more.
  • To qualify, service members must be on active duty for the whole length of the course.
  • Attend an institution accredited by a regional, national, or professional accrediting agency recognized by the Department of Education.
  • You must receive counseling from a Navy College Office.
  • Provide all grades from previously funded TA courses and reimburse all W and F grades. (Withdrawals for involuntary reasons may be forgiven with command verification.)
  • Officers must agree to remain on active duty for at least two years upon completion of courses funded by TA.

Navy TA Eligiblity Update:

  • Sailors must have taken and passed their most recent advancement exam. Sailors who are serving out of their rating and have not passed their advancement exam are eligible for TA and NCPACE with the approval of their commanding officer/officer in charge.
  • Sailors must pass (or be medically waived from) their most recent physical readiness test (PRT).
  • Sailors must not be under instruction in initial skills (A School) training or in a duty under instruction (DUINS) training status.
  • Sailors must be recommended for promotion or advancement (as applicable).
  • Sailors who have been awarded non-judicial or courts-martial punishment in the previous six months shall not be authorized TA.
  • Officers will incur a minimum two-year service obligation for TA and NCPACE courses commencing with their completion of (or withdrawal from) the program.  This two-year service obligation will be served concurrently with any other service obligation.
  • Enlisted personnel with less than 20 years in service are now required to have at least one year remaining on their current enlistment prior to using TA or enrolling in NCPACE courses. TA will no longer be authorized for courses used to earn an additional degree at the same or lower education level.
  • TA will no longer be authorized for continuing education units (CEUS).
  • TA will no longer be authorized for courses used to earn an additional degree at the same or lower education level.  Lower division or prerequisite courses may be authorized if the courses are part of a sailor*s degree program and are listed on their approved education plan.  Sailors already pursuing a degree at the same or lower level may continue taking courses provided their approved education plan is dated December 2005 or earlier.
  • Sailors who are currently enrolled in TA and/or NCPACE courses, and have not met the conditions listed above, shall be allowed to complete their current courses. New authorizations or funding for additional courses will not be approved until these conditions are met.

Additional Information

Distance learning courses longer than 24 weeks will be funded up front.

Fees directly required for course enrollment may be combined with tuition. Navy will pay fees that are published, mandatory, and charged for course enrollment. Examples of fees that may be combined with tuition and included in the fee caps are:

  • Mandatory application or enrollment fee
  • Mandatory surcharge or consolidated fee
  • Computer usage fee for computer courses
  • Consumable supply fee
  • Distance Learning (DL) fee for DL course
  • Equipment use fee
  • Internet fee for DL course
  • Lab fees such as: science, aviation, computer, network user, studio & shop fees
  • P.E. fee for P.E. course
  • Science or health science fee
  • TA cannot be used to pay for flight training.
  • TA cannot be used by Naval Reservists if not on continuous active duty, by enlisted Naval Reservists if ordered to active duty less than 120 days, or by Naval Reservist Officers if ordered to active duty for less than 2 years.
  • TA cannot be used by those in a duty-under-instruction status or in an officer accession program involving full time instruction at a civilian institution.
  • TA will only be approved for courses scheduled for one academic term at a time.
  • TA will not be authorized for the same course previously funded by TA.
  • Up-front TA funding is not provided for courses if the institution's drop-add period or late registration date has passed.

Reimbursement of TA funds is required for all failing (F) grades, incomplete (I) grades in effect longer than six months, and voluntary withdrawal (W) grades. Reimbursement by money order or cashier's check payable to U.S. TREASURER must be mailed to:
